The CW has cast Devon Graye (Dexter) to portray the copycat Trickster on The Flash. It was previously announced that Mark Hamill will be reprising his role of the original Trickster on The Flash as well. He played the Trickster in the 1990s series Flash and Justice League Unlimited animated series.
Graye will presumably be playing Axel Walker in the CW series and is the reason why the Flash gets in contact with Mark Hamill's James Jesse. The episode description revealed that James Jesse will be working with the authorities in a Hannibal Lecter like capacity to help catch this copycat Trickster.

In this new iteration, The Trickster is an anarchist terrorist con man serving a life sentence in Iron Heights who helps Barry (Grant Gustin) and Det. West (Jesse L. Martin) to foil the city-wide attacks of a wannabe Trickster eagerly following in the original's deadly footsteps. The episode will reunite him with John Wesley Shipp who went up against him as the original 'Flash' on the CBS version.
The Flash will return after its mid-season break on January 20, with its tenth episode, 'Revenge of the Rogues.'
