As far as Batman villains go in Fox's Gotham, there's been aplenty. After introducing villains like The Penguin, Falcone, Maroni, Catwoman, Zsasz and Harvey Dent, it seems the next villain on Gotham's producers mind is Scarecrow.

We're breaking the story now, the villain will be seen as a child, before he takes on the Scarecrow moniker. In fact, it's something that will be passed on to him from his father, which will create an eventual enemy for Batman while still having an adversary for Jim Gordon.
So, thankfully, while it seems Scarecrow himself won't be the villain Jim Gordon will face, his father will prove to be an adversary to the future commissioner.
