At its pre-TGS conference, Sony announced that PlayStation 4 will start supporting themes when the 2.0 update hits the console. Along with PS4, the PS Vita will also support themes with its upcoming update 3.30.
The themes are said to be similar to how PlayStation 3 implements them, and will allow players to change the background and icon style on their console. Custom themes had been one of the most requested feature for PlayStation 4, so it's a great time for Sony to implement them. Though, currently there is no word on file management, mp3 support or other requested features.

Sony first announced update 2.0 at GamesCom last month, and detailed the new features it will implement, including Share Play and YouTube upload among others.
There is no release date currently for update 2.0, hopefully it will be announced soon.
