Liam Neeson was recently in news for stating he would return to the role of Ra's Al Ghul "in a heartbeat". However, it seems he was indeed offered the role of the Demon's Head on The CW's Arrow, but he had to pass on it since he didn't have the time to do it.
Talking with Buzzfeed, Mark Pedowitz, President of The CW, said "We never thought he would. We quickly went to him, just on the off-chance that he had the time to do it."
Of course, working on a television series requires a great deal of time and commitment, something that a busy actor such as Liam Neeson obviously wouldn't have. So, it's not a complete surprise he said no to the offer. Admittedly, it still would've been interesting to see the same actor portraying a character he has portrayed before, in a tonally different manner.
In the end, it was Australian actor, Matt Lanter who got the role, and will appear in the fourth episode of the current season of Arrow.
