During their Winter TCA Panel today, Arrow and The Flash EP, Greg Berlanti said that a spinoff surrounding Brandon Routh's Ray Palmer, aka The Atom is on the cards.
"We're in very early talks on a very general idea that we haven't dug deeper yet," said Berlanti. Adding to the this, Mark Pedowitz, President of The CW said, "You’d have to be judicious. We are having some preliminary discussions about expanding that universe, but we have not vetted them out. Could there be another hour in that universe? Possibly. As long as there’s no audience fatigue. That’s why we’re in preliminary discussion. [The show] has to stand on its own legs."
Routh himself he would love to continue playing the character. "When [the Atom role] was proposed, I was hesitant to step into DC world again,” said Routh, who starred in 2006’s Superman Returns. "I never thought it would happen and that I would play, in my mind, a pivotal character. It’s been nothing but an amazing experience."

Of course, there is another DC show that's in development by Berlanti as well, and will feature Superman's cousin Supergirl in the lead. When asked about why that show didn't end up on The CW, Pedowitz replied, "We were aware of it, you don't want to become just one thing."
At the same panel, other topics surrounding the DC/CW universe were also touched. One of the bigger topics was of future crossovers. Oliver Queen himself, Stephen Amell said future crossovers will be "bigger, better, smoother." And according to Pedowitz, we should expect them to become a regular yearly event as well.
The topic of Diggle not having his own costume also came up, to which David Ramsey gave a suitably Diggle-like reply. "Heroes don't need costumes," he said, "part of the appeal of Diggle is any of you can be him."
